Victor Carneiro is currently Chief Technology Officer at the State of Oklahoma Office of Management and Enterprise Services.
Victor has more than 30 years of information technology experience in management, application architecture, application development, and multi-platform infrastructure. He has held senior leadership positions as VP IT/IT Director/CIO/CTO at Fortune 500 and mid-sized companies where he led system conversion projects involving the selection and implementation of enterprise-wide technology systems, assembling high-performing continuous-delivery teams, and employing the latest project management and application development methodologies. Victor is passionate about technology and is actively involved with local professional organizations where he served on the boards of the local chapters of the Project Management Institute and the Association of Information Technology Professionals. He has taught tech-related classes as an adjunct professor and served as a member of the advisory committee for the Business Technologies Division of OSU-OKC, Francis Tuttle Technology Center, Vatterott College, and ITT Technical Institute. He currently serves on the advisory board for InnoTech Oklahoma and the City of Edmond, Oklahoma SWAB board. Victor is a certified project manager (PMP) and certified scrum master (CSM). He holds a master’s degree in information systems from the University of Texas at Arlington, and a bachelor’s degree in computer science from the University of Central Oklahoma.
